There is a washer that sits inside the wheel between the 2 bearings. The axles must also fit inside this washer. The washer can be moved around by tapping the sides of the wheel. Alternatively, you can remove the bearing and feed through the washer. This is common will all balance bike wheels and prams. The washer is there to prolong the life of the bearings and wheel.
