It sounds like the brake has not been connected correctly which has in turn not allowed the axle to reach the other side of the wheel assembly. Please check that the groves inside the plastic brake line up with the slots in the metal frame. Sometimes it can feel like the brake has been connected correctly and is tight however this part of assembly has been missed.
